It sounds like they have different coats or the groomer isn't good. This breed is simple to groom, simple to mess up grooming. Need to see what kind of coats you have to decide what cut is best.
Unless you're showing there's no reason for there to be any coat under there anywhere. There's a section of the dog that a good groomer should know to clear out for you. It won't change the looks of the dog b/c the coat will cover it on the outside. It will be easier to keep clean and free of tangles. Leg hair should be long if you are keeping them in coat.
