Well...what would I do? The bitter apple spray would work, maybe.
I suppose you should say "no" sharply and stop her, perhaps even being mean and putting her in an x-pen for a short time.(It's not really mean. I always felt guilty doing this though an I don't think she understood.) Then you could give her something that she can chew on, such as a bully stick or nylabone. Replace the thing you don't want her to chew on with something that is proper for her to chew on. That's my best advice.
I've never had a pants-puller, but I've had my toes chewed on by those sharp little baby teeth plenty of times.
