There really is NO harm at all, except that a breeder who uses the term "teacup" is just trying to sell for more money to people who do not know the difference. Therefore that makes them less than honest, because they know that there is no such thing but they are hoping that the buyer doesn't.

So you are correct, no harm done, except to the buyer who did not get what they thought they were paying for.
