I got my precious puppy at 3 months old and 3.5lbs, at about 4 1/2 months, i began taking her for walks (after she had most of her shots) and for a while she was walking me instead! Until i met another dog owner who told me to make the leash short so that she learns that I am the "pack leader" and that we are walking together at my pace. At first she would just sit and not move, but after being dragged a little bit (at his advisement, lol) she got the hint and began walking. She is 7 mos not and seems to understand for the most part that when the leash is short, we're walking together and when its long, its a privilege for walking properly. She also barely pulls on the leash
