When I first came on YT the very best breeders always said only someone with tons of experience should be inbreeding/linebreeding and even then be aware of what they could be doing...it is not for the faint of heart.
I honestly don't know if a lot of breeders are doing this in the Yorkies..I know in the Biewers they have been because so many first time breeders started breeding them without a full understanding of genetics and COI. Stud books are not closed but many people are not getting enough diversity in their lines.
In fact I have read where it has been discussed to re-open some of the stud books in established breeds because there is not enough diversity. I have also read where some breeders are bringing in other lines to stop deafness in dalmations but now the cry is these dogs are no longer pure..
I am sure some very experienced breeders can discuss this better than me.
