It can be avoided if people would do their homework about breeders and petshops before they rush into purchasing a dog in a lot of cases. Also as more states bring on puppy lemon laws and breeders have to pay bills etc then more changes will come about. Not all diseases can be stopped .. it is almost to late in some breeds situations but I know AKC is paying for some health testing and many breed clubs along with their rescue/foundation organizations are also.
