 SECTION 8-C.

 ETA That is the reason you see chalk flying in the grooming areas.  They are removing the excess with a brush and a blow dryer.

To me,  the answer for you is with the above highlighted.  When it comes down to it, it really is about what the judge thinks, right?  I think you're splitting hairs
