We've got a similar problem in our neighborhood. MOST of the neighbors are great, but it only takes 1 or 2 bad apples to make walks miserable. We've got a demon dog on the next block who is on an electric fence in his front yard. NO ONE will walk past that house because the dog looks absolutely rabid! He goes nuts when someone walks by, the school bus drives by, etc... We are all afraid that one of these days the battery in his collar will go out and he will just go right through the line and hurt/kill some one. Animal control says until he actually does, they can't do anything. Ugh.
