To keep it short and sweet...

Both Partis and Yorkies are derived from standard colored Yorkies who passed on the Pie Bald gene to the offspring. (Or so the story goes.)

Biewers originated in Germany in the 80's. They were selectively bred over time to achieve specific characteristics and eventually a breed standard was written for them. They can be traced back to the original Biewer lines, have tails as they originated in Germany where docking is illegal, and there is a specific standard for color placement on the dogs--white on the tip of the tail, white on legs, symetrical coloring on the head, etc. They are recognized as a separate breed with some registries, but mostly in Europe only--not with AKC at this time. There is some disagreement between Biewer organizations here in the US as to if the dogs truly derived from only YTs, as their history states, or if there have been other dogs introduced into the breed over the years.

Partis differ in that there is not written standard for them at this time. Although Parti breeders generally follow the Yorkishire Terrier standard with the exception of the color. Unlike the Biewers, there is nothing that calls for specific color placement on the dogs. Partis are recognized by and registerable with AKC, but cannot be shown in conformation events as they are disqualified for their color. (Some other show venues are beginning to allow them to be shown, however.)
