He is 1 1/2 years old correct? When was he neutered? If it was recent it takes awhile to get rid of all those hormones..

This is almost true. I had my male toy poodle neutered at 5 months, never had a girl before that. He has tied with the girls since then (he is 4). I thought the vet made a mistake, but no, he still can breed the girls, just with no success. I had to lock him up when a girl came in heat (no more, everyone is altered). Oh, and he does tie with them, but doesn't have the ump to finish.
