I think you need to understand that the word "authority" is used in several different ways, one way it means an "expert" someone who knows the most on a certain subject. In this way, the YTCA is consider an authority, and as a group they know more than about the Yorkshire Terrier breed than any other group. Another way we use the term "authority: is how you would use it concerning government and the police, and we must respect this type of authority. So it would be the difference between a knowledgeable authority and a governing authority. The YTCA only governs its members, but it gives all the rest of us much knowledge if we choose to seek it out. Its members don't go around "demanding" respect; this would turn everyone off.
