I think owners need control of their pets. If that means a physical leash to keep the animal close to the owner, then that's what they need. Joey and Tank listen to my verbal commands, so I typically don't leash them when we go out to potty (we do use a leash for walks, though - and at petsmart and such). I've never had them run off when I told them not to - I am very lucky to have obedient babies!

I really have no issue with bigger dogs off leash, as long as they are in control of themselves, and the owner has control of the dog if they happen to go nuts. I'm always at the ready to protect my boys, and they're never with bigger dogs without my husband or myself watching over them.
