It's too bad people are faced with these situations. You should be able to take your little one's for a walk without being molested by every mongrel running loose. I never used to see such a problem and I really believe the exploding pet population is the problem along with towns and cities that do not enforce their animal control laws as well as towns that do not even have animal control laws. However, if there are animal control laws in your town and you encounter these problems, but do not file complaints when problems are encountered then you cannot complain. File complaints, write letters, and those in small communities should attend the city commission meetings.
