No you are NOT wrong! It is a shame that you cannot get out and enjoy walking in your neighborhood. I LOVE all dogs, BUT if it was ME... I would report each and ever instance of a dog off leash. Hitting them in the pocketbook is likely the only thing that will make some people take responsibility for thier pets.
