Absolutely....the devil is in the details. My belief is that many laws are passed by uninformed legislators whose opinions are swayed by lobbyists and others with a slanted view. They (the legislators) often don't bother with finding out what is truly going on before enacting laws. Then you get badly written laws that are subject to challenge...and in the meantime, a trusting public moves on...thinking something good has been done.
