No penny immediatley loved chloe. We bred Penny about a year before we got chloe and ever since we bred Penny she thinks everyone and everything is her little baby. She was a very affectionate mother. She used to really baby chloe when we first got her. She would even try to clean her(I would try to stop her before she made chloe all wet and slobbery

Maybe your pom is jealous. It took Tink(my chihuahua) a long time to get used to chloe. I just have to be very careful and not give chloe more attention than tink because tink was so use to being the only spoiled little dog in the house for a whole year.
