i would go to vet still as that is an infection and she needs antibiotics or antibiotic cream - DO NOT POP IT - My brother when he was little had a blister on his thumb and my mom popped it and it became a real bad infection so i never pop any blisters let the doctor do it -- the derm put a needle in dd white pimple on her belly to determine staph infection and the easiest way to determine staph is by getting from the white pimple rather than skin scraping of the skin as it is the best sample on the slide the white pus. I would think the same would be true for this.
i have no clue about tick issues but you are in Michigan and wandering could this be tick related ?
