What cars? I worked for General Motors for over 26 years and I was not aware of this. Many of my dealers sold other top car brands in AZ and I know they could remote start cars but to have a car stay cool for 30 minutes is not something I ever heard.
I would also say if it is illegal it wouldn't matter if it did stay cool...
