I called the repair place. He had me try my other blades to see if they move. They do move with no problem. I think my new blade needs adjusting. I did oil it before I went to try it the first time.

After I saw that my other blades work I did unscrew and tighten the two screws on the bottom. When I talked to him the second time he told me NEVER to touch those screws. A lot of good that does me now. lol I'm going to drop it off tomorrow and see what they say.
