A group class with other toy breeds would be ideal, IMO. With our class at Petsmart Ruby was by far the smallest dog (even among the puppies) and was intimidated by the labs, shepherds, etc. You're in a confined cubicle and she would cower under my chair or insist on me holding her throughout our class time.
Now, once we were allowed to go out and practice in the store for like leash training, greeting, etc. Ruby was less intimidated. But in the close quarters of the training area, all we could do was listen, watch and then go home to practice.
