Usually at less than 4 or 5 months of age it is hard to tell for sure if it is cotton or silk in some cases. Some you would think will be cotton but htey aren't and the other way around.
if you are seeing it breaking blue now it could be a little on the young side but may not be. Different lines do different things.
Colour and type of the parents is not a for sure thing in the offspring. Time will tell what her coat will be like. As for colour, they can change up to three years of age. The darker it stays closer to a year of age, the more likely it won't go that light but yorkies are the hardest breed to breed true. That's why i and other show breeders often end up with one for sale to a pet home at close to a year or even older. Something changed that in my eye, it is not what I want for the show rings, so it is spayed/neutered and available to a good pet home.
