I think it just depends on the dog. How small is he?

Jackson is almost 16lbs and the cold never seems to bother him. He runs thru snow, blizzards, whatever, he loves it. The only time he started shivering was in the last blizzard we had and the snow was blowing all around, it was probably around 15 degrees, and after about 10 minutes of running around... he was just standing there shivering, LOL. Poor thing. I have a few hoodies and a winter coat for him that seem to keep him warm under there!

But Yorkies don't have an undercoat like most dogs, so they are going to get cold easier. They have human-like hair so there's not much to keep them warm.
