I've always paid the pet fee; I'm a rule follower. That being said, I can see how easy it would be for someone to sneak their dog on. Security has never asked me or checked for a pet tag (usually just hangs on the carrier), and you have to carry your dog through security in your arms anyways, so the carrier/purse is going through empty whether you paid a pet fee or not.
