Oh she will go outside to potty no matter what conditions but people, family tell me to make her go on paper inside when there is a storm out and she needs to go.
I feel to teach her to go on paper (pee pad) is going backwards since she is house trained (to go outside).
I will consider if we want to have her go indoors or not during extreme weather conditions.
If so, I will definitely try this suggestion.
As it is, Roxy goes outside for a walk at least four times a day and has a big front and back yard to play in (supervised) as well.

If she doesn't seem to mind going out in the cold, I really don't think you need to pad train. I also feel like that's regressing. Some pups refuse to go outdoors in cold, or for some people in apartments, etc, it's more convenient, but if she doesn't mind the cold to go potty and you don't, I would just let her keep going outside. Or alot of people will use a garage or a porch in really bad weather conditions. We had unusual snow this winter here with some areas over 5 feet because of snow drifts so it was literally impossible even though he loved it. So I let him go on our screened in porch which had almost a foot of snow itself.
