Some have suggested to put paper down for her and I have and it doesn't work. She wants to go potty outside but I would like to try to teach my house trained dog to go potty inside when the weather is extreme.

Hi and Welcome! This is a very old thread you may get more advice if you post your own new thread!

First off I wouldnt suggest keeping your dogs in for months on end... they really do need to get out and see things besides the four walls inside their home.. if its really cold take them to a local store that allows pets and walk around a little, if possible... bundle them up and take them outside.

However, many people wee wee pad train their dogs and therefore they never need to go outside to go to the bathroom. If your dog is already trained to go outside, when you take him out try putting a paper down and getting him to go on it... if you cant when you goes, use the pad to pick up a little of the pee so that the pad smells like it... then next time he has to go put him in an ex pen with his paper on one side and his bed on the other... this will encourage him to leave his bed and go to the paper to go "potty". It may take awhile... many dogs who are trained to go outside have a hard time picking up the paper as they feel like they are going against their training and going inside... hopefully others will have more advice as well.
