Sometimes the weather is so severe and my Roxy doesn't want to go out but she needs to go potty.

My question is that if your dogs remain indoors from October to April, how do you get them to go potty while inside?
Some have suggested to put paper down for her and I have and it doesn't work. She wants to go potty outside but I would like to try to teach my house trained dog to go potty inside when the weather is extreme.
