Question Retained baby teeth, to remove or not?, I need some advice, very worried

It's nearly 4am and I can't sleep. I'm worried, Bailey has 2 sets of upper canines and a loose tooth in back of his mouth that doesn't want to come all the way out. I'm am scared to death to get him put under anesthesia again, and especially afraid with the tube going down his throat because of the possibility of collapsed trachea. He is tiny too, 1.69kg. I would probably not be so anxious if the vet service in my area didn't suck so bad, I have so little confidence in them, but they are the only vet around ( for people living in larger areas this maybe hard to comprehend ) Any advice on what I should do? I called the vet and she wasn't in so the receptionist said I would get a call by Tuesday. I'm blown away by the cost too, over 300$ just for anesthesia and 25$ per tooth. I need pet insurance! Either way, if it needs to be done I will have to get it done, I'm just a wreck thinking about something terrible happening to Bailey.
