You said that she was in heat 2 or 3 weeks ago. Bitches in heat are not ready to mate until after the heat ends. If they tied was is 2 or 3 weeks or more recently? I think that she should be fine for a spay. The reason that they do not like to spay during a heat is that the uterus becomes more vascular and more bleeding could occur but in this case if she is pregnant and only 8 months old
