The font may close on its own as the puppy gets older, as for the legs I guess I don't fully understand what you are saying. I haven't heard of a puppy this young developing swimmers leg. This is something that usually happens as the pup gets older and isn't very mobil as in a very fat puppy who has trouble getting up on his feet. Without pictures of what his legs look like the best I could do would be to suggest ( mind you this is only a suggestion) that the pup may have a deformity that may not clear up. I guess if it were me and I weren't sure what was going on in a case like this I would take the pup to my vet and have him examined. Good luck with your little ones and I hope that everything turns out great for them in the future.
