When this has happened to Ripley I pull the sheath back and then forward again and up and over the tip of the penis. You have to gently "pinch' the skin as you pull it over the tip of the penis. Takes me a couple seconds.
Only do it if it actually stuck because the do come out on their own and go back when the male licks himself.
Best way to avoid the pink lipstick coming out of it's case, is to neuter.
