Sounds like he needs some potty training. He should not roam the house until he's trained.
He should only be loose in one room at a time and only when he's supervised. Correct bad behavior by taking him out (or pee pad?) when he starts to pee. If he's unsupervised - then he needs to be in a crate or expen.
