Hi, we had exactly the same problem with Poppy for the first 3 years. I had many lectures from the vet who told me to starve her until she eat it. I could'nt do that to her.
I also tried the moist food that you mention and even grated a little cheese onto it to make it more appealing. To our utter amazement one day she just eat it. She grew into a little tubs so we now feed her on royal canin mini light which helps control her weight.(we have also managed to convince her that her food is also treats)Now she jumps for joy when her food comes out.
The best advice I can give you is persevere, they are stubborn little imps.
