I did not start leash training until Pixie was about 5 months. I did put a harness on her and walk her in the house first so that she got use to it. I walked her around the yard before we ever ventured out any where. It takes time but I think she might be a little young to start. I guess it depends on the dog and your patience. always praise when walking on a leash and encourage the good behavior. don't let her bite her leash, tell her no and take it out of her mouth. good luck
