I think it varies county to county, instead of the whole state. In orange county we have to have the dogs wear a rabies tag, and it was the same as a license. they give you this nasty silver tag with sharp as hell edges that I had to file down and it has a license number on it and the county's animal control phone number on it. They say it's for id purposes if the animal is lost. Well think about it, if my Uni gets lost, her name tag with MY number is on it. If the collar falls off, all tags are gone, including theirs. What's still on her? Her chip. But this is just the way for the county to get revenue.
