One of my friends found a stray dog here once, and when he took him to the shelter, they were able to call his owners immediately based on the chip info.
I've found that city shelters in my area are more concerned about $$$ than anything else. I doubt they will check for microchips, shove a new one in, and send them off to be adopted. I feel the only way the microchip would work in my area is if Kaji falls into the hands of the SPCA, a private small breed rescue (only available in "good" areas), or if a good Samaritan takes him to a vet and asks to scan him. His chances of being recovered by chip only are slim.
