I've found that city shelters in my area are more concerned about $$$ than anything else. I doubt they will check for microchips, shove a new one in, and send them off to be adopted. I feel the only way the microchip would work in my area is if Kaji falls into the hands of the SPCA, a private small breed rescue (only available in "good" areas), or if a good Samaritan takes him to a vet and asks to scan him.
His chances of being recovered by chip only are slim.
