I think a well fitting collar your baby can't get to. A tag that hangs however, I understand how they can grab that and start biting. Since that's a problem try something like this

If you still don't like the collar idea, a step in harness is definitely the way to go. Petsmart has them, and Petco does too. Sometimes the selection varies by store. If you can't find them there, do a search here, many YT vendors sell them. You won't be able to use that tag I posted on a step in harness, there is no where you can slide it on, but a regular tag will be now hanging off his back which would be harder to get to.
