No you don't have to belong to a local club to become a member of YTCA. Yes, you do have to have sponsors that have known you for over two years, with one having visited your home. They also have to approve of your breeding practices. You must be in good standing with AKC. Go to the YTCA.org website and read the responsibilities of sponsor ship. And of course one must abide by the code of ethics and conduct.
FYI Local Clubs also require sponsorship and to be accepted by exhisting members with a minimume of 2/3 vote.
But, as you say there are good and bad breeders in every organization, no club is perfect. But, the YTCA does their best to police members. If a member is known to commit an infraction of club and AKC rules, they are dealt with. If they are suspended by AKC they are automatically suspended from YTCA.
