If one is taking in the welfare of the pup and then it's my opinion and what I recommend. I prefer to wait until the growth plates close on the pup in question. With boys you also have to take into consideration on when their testes drop and seat, as you do want to avoid having major surgery if at all possible.

I don't have a time limit, but prefer the above method as an indicator.
