I'm no expert and don't want to repeat others but this is what comes to mind

Fleas - it can be really hard to actually see them - but with summer coming - this could easily be the problem

Bathing - you MUST rinse really well or the residue from shampoos and conditioners will cause itching

The KIND of shampoo you may be using - oatmeal is a good remedy for itchy dogs - but again - RINSE them very well

Allergies - that can be hard to detect but there's lots of info here about them.....if you do searches you may find out how to determine if she has them

Changes in her food - some food will cause changes in the coat / skin which in turn will cause itching

Mites - hopefully this is NOT the problem - they suck and are hard to treat and there's different kinds - a vet can probably help you there if you feel you can't get a grasp on why this is happening

Coat changes - sometimes the adult coat coming in will cause them to itch (I've heard that - don't know if it's true or not)

Air conditioning / heat - changes in the home can cause them to scratch -

bugs - maybe not fleas but the air is full of bugs - mosquitos come to mind...

all of this is a pain in the butt and can cause a dog to be miserable but if you rule out what it isn't and she's still scratching - then you may need to see a vet
