I have only had one pup that had no suckle reflex. It was a pup that presented badly and we were unable to deliver it and had to resort to a C-section. We managed to revive this pup but he had no suckle reflex and even with tube feeding failed to thrive and eventually died. I think he had just been stuck in the birth canal for so long that he had enough birth damage and he was not destined to make it.
This pup with no suckle reflex probably needs to be tube fed and that is not something that should be taught over the internet, so should probably be seen by the vet. Even if he is swallowing milk in his mouth, I would be worrying about him aspirating it and getting pneumonia.
