I've never had any but very small ones unable to nurse. My first thought would be cleft palate.
A good many Yorkies are born breach so that alone shouldn't make one 'pull it out'. If you have one that's stuck, you cannot be rough with it. Not sure what you mean by 'severed cord', but if there's any open wound, you have to make sure no infection sets in. Some betadine and anti-biotic salve could be used.
It sounds like this pup needs to be seen by a vet ASAP. Internet advice only goes so far and this pup should be seen in person by a qualified professional.
Also wanted to add....canned goat's milk w/ equal parts water and a little karo added makes a great formula for newborns. Very safe and very digestible.
