I never heard of jetta pet... but they may just be one of those courier services... basically someone picks up the pet from the breeder and flies with the pet under their seat to the location of the new owner... there is nothing wrong with these services, it is better then putting the pup in cargo... although I prefer to see a breeder and their location in person otherwise there is really no way to know where the dog is coming from.
About paypal, there is nothing wrong with that either... paypal is just a safe way to pay so the breeder may have gotten burned before with checks and such and just feels safest using paypal.
