First get her used to wearing her hair up in a band alone and put it up daily. When you add the bow...first place a band in her hair and the band from the bow underneath this one.
When I began using bows...after putting one in...I always distracted their attention by playing and they forget it's there.
It takes a bit but they do get used to it.
