As a foster mom for YTNR ( Yorkshire Terrier National Rescue Adoptions and Shop), I can assure you that this would be the best chance for her to first be in a foster mom's home dedicated to securing a family & home for this little girl.
They are experienced in screening potential homes and thus reducing the chances of her being adopted & returned when things don't work out.

Oh most definitely. I would want to keep her here and continue to foster her though so she doesn't have to move again.
