I dont know if I would call it normal, but it is certainly very common. There is nothing wrong with your puppy if that is what you are asking.
Your pup is still young and could outgrow this, however, some dogs do not outgrow the problem... I have one who is almost three and still has this problem... I have learned to deal with it and it really isnt that big a deal anymore.
