Clipping Bangs or not is your preference really... I LOVE the look of the topknot and it is the signature yorkie look but mine will just not keep bows or bands in for long and therefore the bangs end up in their eyes, so I have chosen to have them clipped. They go to the groomer every 8 weeks anyway so they dont have to go extra for this.
How little is little? Most small dogs do fine being neutered, the surgery is not as invasive as a spay and usually they can come home the same night... he would have to be really small for it to be a concern. There are some good articles on the risks and benefits of neutering but personally I prefer to neuter mine... I have no business breeding dogs so I feel it is easier and healthier to just have them fixed.
