Taking care of multiple yorkies takes a lot of work (believe me, I know). In this case, this handicapped person is also ultimately responsible for the care and upkeep of pregnant females, newborn pups, potty training, etc. So I feel it's pretty safe to assume that she's capable of doing SOMETHING. Otherwise, she has no business having multiple dogs breeding and puppies to take care of. That's not making a blanket assumption.
