I ordered something from Ebay once and this happened. The seller had a tracking number that said it had been delivered and it hadn't. Turns out the post office still had it. It took me about 2 weeks for them to find it. I took the tracking number up there and they looked for it and found it. You may try that
I personally have ordered two Buddy Belts from Susan at wetnoseboutique and had great service and communication with her. The first one was on backorder but I got it the day after she recieved it from the BB manufacturer. I'm sure she will be willing to help you if you call her back. If not another place that has occasional sales and decent prices on BB is funnyfur.com but I have never personally ordered from them so I don't know how great their service is
I also totally understand your frustration, things like that make you never want to order from a place again. I ordered from londoncaninecouture and NEVER recieved my item. It took me 4 (unanswered) emails and a threat to open a Paypal dispute (after a month) to get her to refund my money
