Since I don't know anyone personally this is a guess. I don't think it was intended as a joke at all. I think she was trying to "punish" you for not taking the dog and making her life easier. Because you didn't do what she wanted, she still had to deal with the dog and said what she did to make you feel bad and passed it off as a "joke". I formerly had a friend like her, the key word here being formerly. JMHO
