I think at that age it's just a sign of trying to dominate. My little girl started humping her pink plush giraffe at 13 weeks old (even with her broken leg) and she's a girl. I was shocked when I saw her doing it because she was so young and I read that humping is more common with the boys (go figure) and with older sexually mature dogs. But upon further research learned that's its not un-normal with the youngsters and is just a sign of dominance.
